PROBLEM TO BE SOLVED: To perform inter-cell load balancing control in order to effectively use radio resources in the case where a lot of users performing data communication at the same time when the users are concentrated in a particular cell causes shortage in radio resources, and deteriorates throughput per user or user QoE, because in a mobile communication system, the number of simultaneous connection permissible users and data capacity of each cell are constrained by processing capability and radio resources of a base station.SOLUTION: A radio base station device selects an optimal connection cell for each mobile station and performs handover such that it will effectively use radio resources in an entire radio system and eliminate a short state of radio resources in a particular cell on the basis of a current radio resource utilization rate in a connection cell of each mobile station, and a radio resource utilization rate estimation value in the case of being connected with an adjacent cell.
