PROBLEM TO BE SOLVED: To generate a precise map on lane level with a simple configuration. ! SOLUTION: A lane center line extracting part 28 extracts a lane center point group of each travel lane from each of local images. A lane point group extracting part 30, based on a wide area image obtained by collating and compositing respective local images, groups a center point group of each travel lane, for each center point group representing the same travel lane. A non-branching lane map generation part 34 generates each center line of a non-branching travel lane corresponding to a link by using a non-branching lane model about each link on a road network. A branching lane map generation part 36, at each node on the road network, generates a center line of each of branching lanes for branching to a non-branching travel lane that can be connected by using the branching lane model. !
