PROBLEM TO BE SOLVED: To provide a transition control device and method for controlling a transition probability of a radio terminal so as to promptly level a band use rate of a crowded band and a band use rate of a not-crowded band among bands to be used by the radio terminal.SOLUTION: A transition control device 10 detects a band of a highest band use rate as a crowded sector from among a plurality of bands and detects a band of a lowest band use rate as a not-crowded band and a target use rate is calculated on the basis of the band use rates of the detected crowded sector and not-crowded sector. On the basis of a target difference, an initial value of a transition probability from the crowded sector to the not-crowded sector is distributed to a radio terminal 50 in the crowded sector. Each time a fixed period elapses, an estimation of the transition probability is calculated for bringing the band use rate of the crowded sector to be the target use rate on the basis of the rate of change of the band use rate. The calculated estimation is distributed to the radio terminal 50 in the crowded sector and until it is determined that the target difference is smaller than a threshold value, the calculation of the estimation and the distribution of the calculated estimation are repeated. |
