PROBLEM TO BE SOLVED: To improve an advertisement effect.SOLUTION: A distributing device has: a receiving part; an extraction part; and a distribution part. The receiving part receives voice information which identifies voice from a terminal device collecting the voice sent from a display device which displays advertisement content. The extraction part extracts relevant content in relation to advertisement content based on the voice information received by the receiving part. The distribution part distributes the relevant content extracted by the extraction part to the terminal device.
