PROBLEM TO BE SOLVED: To provide a structure capable of evacuating to a high place while reducing influence of water pouncing upon with mighty power such as a flood and a Tsunami, and to provide a building having such a structure. ! SOLUTION: The flood damage evacuation structure comprises a floatation part 120 having a buoyancy body 122 and floatable on a water surface, a guide part 110 for forming a space shielded from an external part by enclosing the periphery of the floatation part and guiding the lifting direction of the floatation part of lifting in response to a variation in a water level, a water inlet part 111 opening in the lower end vicinity of the guide part and allowing the inflow of water and the doorway 112 openably-closably provided in a proper position of a side surface of the guide part.
