A touch panel comprises: an optical film formed from an organic insulator or an inorganic insulator; a transparent conductive layer which is formed on one surface of both surfaces of the optical film and forms a first capacitive electrode pattern of a plurality of X-axis capacitive electrodes or Y-axis capacitive electrodes, which sense a signal input according to a touch, and a first wiring electrode pattern connected to the edge of the first capacitive electrode pattern so as to represent a bus electrode; and a metal layer which is formed on the other surface of the both surfaces of the optical film in a mesh structure having a fine pattern and forms a second capacitive electrode pattern of the plurality of X-axis capacitive electrodes or Y-axis capacitive electrodes, which sense a signal input according to a touch, and a second wiring electrode pattern connected to the edge of the second capacitive electrode pattern so as to represent a bus electrode.
