PROBLEM TO BE SOLVED: To improve symbol determining accuracy by changing a symbol determining threshold between adjacent symbols at the time of determination of a symbol of a phase modulation signal.SOLUTION: A symbol determining apparatus includes: an average value calculation part into which a phase modulation signal is inputted and from which the average value in the initially set symbol determining threshold is calculated, respectively and outputted; a symbol determining threshold calculation part into which the average value is inputted and from which a middle point of the average values in adjacent symbols is calculated and outputted as the symbol determining threshold between the adjacent symbols; and a symbol determining part into which the phase modulation signal and the symbol determining threshold outputted from the symbol determining threshold calculation part are inputted and from which a symbol of the phase modulation signal is outputted.
