PROBLEM TO BE SOLVED: To allow convenience when a user with a legal right browses an electronic book to be increased while appropriately restricting browsing of the electronic book by a third party.SOLUTION: A distribution server 100 includes: a page data transmission part 7 for transmitting rearranged page data configured by rearranging order of a plurality of blocks formed by dividing one page of an electronic book; and a restoration data transmission part 8 for transmitting restoration data necessary for restoring the order of the plurality of blocks only when user authentication by an authentication processing part 3 is successful. In a terminal device for receiving distribution, by reordering the rearranged page data into an original order by using restoration data, it disables correct display of the electronic book without obtaining the restoration data by receiving user authentication and, it makes it possible to browse the electronic book with simple means such as user authentication.
