PROBLEM TO BE SOLVED: To provide a sheet cutting device capable of efficiently moving a cutter unit, and to provide an image formation device. ! SOLUTION: A sheet cutting device 5 cuts a roll sheet to a predetermined length and includes: a cutter unit 40 which houses a cutter and may move in a sheet width direction; and a guide member which guides movement of the cutter unit 40. The cutter unit 40 is formed so as to move on a return path being retreated from a sheet transfer path after cutting the sheet. Retreat mechanisms 65 which retreat the cutter unit 40 that has cut the sheet to the return path are provided at the guide member.
