<P>PROBLEM TO BE SOLVED: To provide a vibration damping device having a high damping performance even for vibrations with frequencies varying from high frequencies to low frequencies and used for vertically installed member such as illumination poles, sign poles, and signal poles vertically installed on roads and bridges and the vertically installed member with excellent damping property. <P>SOLUTION: This vibration damping device 1 comprises a vertical hollow body 10 in which a suspended member 1 is suspended. The suspended member comprises a free vibrating portion, and the support part of the suspended member is movable in the horizontal direction.
