PROBLEM TO BE SOLVED: To record the operation state of a vehicle without bothering a driver. SOLUTION: A terminal device includes a reading part for reading a determination chart installed in a vehicle at a prescribed time interval, a determination part for determining the stopping state of the vehicle when there is no change in patterns sequentially read by the reading part and determining the traveling state of the vehicle when there is a change in the patterns, and a recording part for recording, on a recording device, a time when the travel start or stop of the vehicle is determined by the determination part.
