PROBLEM TO BE SOLVED: To provide a turn-on device capable of turning on a xenon flash lamp 100,000 times or more under requested turn-on conditions. SOLUTION: The lamp turn-on device comprises a power supply circuit which supplies a current to a xenon flash lamp having foil seal structures at both ends of a light emitting tube to turn on the xenon flash lamp, wherein the current that the power supply circuit supplies has a lamp current peak value of equal to or larger than 40 A, constant current control with a current variation range of equal to or less than 10% is of equal to or larger than 10 msec, and conditions of 0.40≥Is×Ss≥15 and Ti≤1/2×Is×Ss are satisfied, where Is is a lamp current value (A) in the constant current control, Ss is a constant current control time (sec), and Ti is a light emission interval (sec).
