PROBLEM TO BE SOLVED: To properly determine a performance change of a fuel pump caused by the formation of a fuel film between a brush of a brush motor and a commutator. SOLUTION: An operation period in a low-load state of the brush motor 10 in the fuel pump 9, or an operation period in a low driving voltage of the motor 10 is integrated, so that the performance change of the fuel pump 9 is determined based on an obtained integration value. As the contact surface of the brush with the commutator is highly likely to be smooth under the low-load state of the brush motor 10, the fuel film is often formed between the contact surface, which causes the deterioration of the performance (fuel ejection efficiency) of the fuel pump 9 due to the formation of the fuel film. Accordingly, the performance change of the fuel pump 9 is properly determined due to the formation of the fuel film on the contact surface between the brush of the brush motor 10 and commutator based on the integrated value.
