The device has a rectangular bifocal refracting surface (2) that permits to obtain a linear function of light intensity in horizontal plane. The surface presents a constant vertical focus angle (10) in a plane of a horizontal emergence lobe (4) symmetric with respect to an axis (3) that is perpendicular to a light source (1). The axis perpendicular to the light source is off-centered upwards in a vertical plane with respect to an axis of the surface.
