<p><P>PROBLEM TO BE SOLVED: To provide an ID management system capable of unitary management of local IDs. <P>SOLUTION: An ID management system comprise a local ID management device 1. The local ID management device 1 includes: database 17 used for acceptance/rejection determination for local ID issue; ID issuing means (approval function section 11, password creation section 15) for, when receiving an ID issue application from a user hoping to use a local PC, analyzing application reasons included in the ID issue application to extract words that can be retrieval keywords, and using the extracted keywords to search the database 17, and when the resulting score exceeds a prescribed threshold, issuing a local ID and a password; and an ID/password setting section 16 for setting the issued local ID and password to a user PC 2.
