PROBLEM TO BE SOLVED: To realize retrieval and updating of a database by a differential retrieval method without using a server. SOLUTION: A client comprises: storage means; determination means; reconnection requesting means; reconnection designation means; and reconnection processing means. The storage means stores an update right and an inquiry destination. The determination means determines whether or not a first transmission data amount required for reconnection is smaller than a second transmission data amount required for inquiry in the case that the reconnection is not performed. The reconnection requesting means transmits a reconnection request to another client which the inquiry destination shows. The reconnection designation means transmits reconnection designation to another client if it has received the reconnection request when holding the update right. The reconnection processing means stores the client designated by the reconnection designation as the inquiry destination if it has received the reconnection designation.
