<P>PROBLEM TO BE SOLVED: To prevent SCC of a metal material which constitutes an atomic energy plant, a heating power plant, a chemical plant, etc. <P>SOLUTION: As an SCC measure of an existing plant measure and a novel plant material, the potential at the liquid interface of a metal is reduced to SCC occurring limit potential or below by the injection of hydrogen or the addition of hydrazine or the like.
