PROBLEM TO BE SOLVED: To provide a rubber composition for a tire cap tread which has improved crack resistance, cut resistance, and chipping resistance while effectively using vulcanized rubber powders, and a pneumatic tire using the same. SOLUTION: The rubber composition for a tire cap tread is obtained by blending 1-5 pts.mass of vulcanized rubber powders having a particle size of 40 mesh or more and 9 pts.mass or less of a softener with respect to 100 pts.mass of diene-based rubber comprising 70-99 pts.mass of natural rubber and/or synthetic isoprene rubber and 30-1 pts.mass of butadiene rubber.
