PROBLEM TO BE SOLVED: To provide a rubber water bag for disaster by which, when the inside thereof is filled with water, swelling of a rubber bag body is suppressed to easily keep the shape thereof, thereby improving the stability. SOLUTION: At least two facing faces 3a and 3b of a rubber bag body 2 provided with a water injection part 7 and a water drain part 8 have a reinforcement layer 6 embedded therein, and when the inside of the rubber bag body 2 is filled with water, the reinforcement layer 6 keeps the faces 3a and 3b nearly flat and suppresses swelling of rubber bag body 2, thereby improving the stability of a rubber water bag 1.
