The present invention relates to a device and a method for providing intelligent traffic information using active updates. The method of the present invention comprises the steps of: receiving a WSA packet including information about a service from a roadside base station by a traffic information providing device mounted in a vehicle; checking that an application used for activating the service is not installed; requesting the application from the roadside base station and installing the application; and providing information by activating the service for providing various information, thereby installing or updating the application used for activating the service provided by the roadside base station in real time.
