PROBLEM TO BE SOLVED: To provide a novel panel radiator that is lightweight, can be used as an interior article, and has superior performance and safety as a main heater when used as a heating implement. SOLUTION: The panel radiator 3 includes: a frame-shaped frame 4 arranged in a vertical direction; an upper header 5 arranged at the upper part of the frame 4; a lower head 6 constituting the lower part of the frame 4; a plurality of synthetic resin-made heat radiation pipes 7 which are laid between the upper head 5 and the lower header 6, and whose surfaces are colored; and a through-panel 20 penetrated with the heat radiation pipes 7. The upper header 5 and the lower header 6 are covered with detachably-assembling type covers 16, 17, respectively.
