PROBLEM TO BE SOLVED: To provide such a soil improvement method as to dispense with the cutting and improvement of an area, which does not require the cutting and the improvement, to the utmost during construction of when an underground consolidated body. SOLUTION: A soil improvement method includes: a step of boring a borehole to an area to be improved by constructing a consolidated body; a step of inserting an injection device (10) into the bored borehole; and a step of performing soil improvement by emitting jet flows (J1, J11), which contains improving materials (a solidification material and a soil improving material), from the injection device (10) rotating in the same direction, cutting in-situ soil, and mixing the improving materials and the in-situ soil together, and stirring a mixture of them.
