PROBLEM TO BE SOLVED: To provide a target control device and a target control method which acquire the number of targets in region meshes according to area where resolution meshes overlap with the region meshes and improve control of the number of the targets. SOLUTION: The target control device comprises: a detection part for detecting whether a target exists or not and acquiring the number of the targets in each resolution mesh when the target exists; a distribution part for extracting second meshes which are regions to which monitor object range is divided by predetermined and uniform regions and which overlap with first meshes where the targets exist, distributing the number of the targets in the first meshes which overlap with the extracted second meshes and where the targets exist, and correlating the number with the extracted second meshes; and a calculation part for calculating the total sum of the number of the targets distributed to each of the region meshes, for each of the region meshes.
