Provided is a mobile communication system configured to permit a cell under a femto radio base station Node B#2 to register a position of a mobile station UE only under the following conditions: [1] the femto radio base station NodeB#2 is set to an open state; [2] the femto radio base station NodeB#2 is set to a closed state and manages an access list in which a mobile station UE is set as an accessible mobile station; or [3] the femto radio base station NodeB#2 is set to the closed state and manages an access list in which particular information indicating all the mobile stations is set as information indicating the accessible mobile stations.
