<P>PROBLEM TO BE SOLVED: To adaptively change a method for determining an initial quantization parameter, according to the scene. <P>SOLUTION: An initial quantization parameter for an image to be encoded is determined by selecting a first method that determines an initial quantization parameter by predicting the amount of generated code from information on an original image of an image to be encoded when an image change amount is greater than or equal to a predetermined threshold, or selecting a second method that determines the initial quantization parameter by predicting the amount of generated code of the image to be encoded from an encoded image when the image change amount is less than the predetermined threshold. <P>COPYRIGHT: (C)2011,JPO&INPIT |
