PROBLEM TO BE SOLVED: To provide a construction method which is improved for the prevention of dry-out in the use of slag-based cement for a concrete structure as a building frame, an improvement in adhesion between a resin layer and building frame concrete, and the shortening of a construction period, in sewerage, a treatment plant for excretions, waste disposal and treatment facilities, hot-spring facilities, etc. SOLUTION: In the application of the mortar which consists of water and hydraulic powder composed of granulated blast furnace slag mixed with 15 wt.% or more slag, portland cement, sand and various organic or inorganic additive agents, an epoxy resin-based coating material turned into a waterborne emulsion is applied to a mortar surface within three days after the placing of the mortar when the mortar surface is hardned enough for coating.
