OPERATION LEARNING LEVEL EVALUATION SYSTEM

Provided a system that can quantitatively and accurately evaluate operation learning levels of trainees by taking into consideration temporal factors. This learning level evaluation system (10) executes a procedure evaluation process that evaluates operating procedures and a timing evaluation process that evaluates operation timing. The procedure evaluation process evaluates the similarity of trainee encoded data obtained by encoding of trainee data recorded according to operations carried out by a trainee to skilled person encoded data obtained by encoding skilled person data recorded according to operations carried out by a skilled person. The timing evaluation process evaluates timing offsets in carrying out the same operations on the basis of the skilled person encoded data and trainee encoded data.
