PROBLEM TO BE SOLVED: To provide a compact and inexpensive impact buffering means that reduces impact noise when a toilet seat is closed. SOLUTION: A toilet seat apparatus includes: a body 200 that is placed and fixed on a toilet 110; and the toilet seat 400 that is freely and turnably pivoted to the body 200 and that is turnable between a seating position where a seating surface 411 is substantially parallel and an open position where the seating surface 411 is substantially vertical. On a back of the toilet seat 400, a plurality of legs 430 formed of materials having low resilience and compression deformability are arranged on a plurality of positions different from distances from a pivot shaft 402. When the toilet seat 400 is turned from the open position to the seating position, the plurality of legs 430 are formed to have height so as to be brought into contact with a top surface of the toilet 110 at different timings sequentially from the leg arranged near the pivot shaft 402 to the leg arranged distant from the shaft. As a result, the toilet seat device includes the small and low-cost impact buffering means that reduces impact noise generated due to contact between the toilet seat 400 and the top surface of the toilet 110.
