The present invention relates to a transparent conductive film and a manufacturing method thereof. The transparent conductive film includes: a bare layer; a skin layer formed on one surface of the bare layer; a primer layer stacked on the upper surface of the skin layer; and an ITO layer stacked on the upper surface of the primer layer. The present invention can reduce process costs and minimize defects.
