PROBLEM TO BE SOLVED: To provide a flame retardant agent composition excellent in flame retardancy and workability; and a flame retardant synthetic resin composition which is blended with the flame retardant agent composition and is excellent in flame retardancy and workability.SOLUTION: A flame retardant agent composition contains: 20-50 pts.mass of one or more melamine salt selected from the group consisting of melamine orthophosphate, melamine pyrophosphate and melamine polyphosphate as an (A) component; 50-80 pts.mass of one or more piperazine salt selected from the group consisting of piperazine orthophosphate, piperazine pyrophosphate and piperazine polyphosphate as a (B) component (total of (A) component and (B) component is 100 pts.mass); and 0.01-20.0 pts. mass of a bicyclophosphate compound represented by formula (1) as a (C) component. In formula (1), R represents an alkyl group having 1 to 4 carbon atoms or a hydroxyalkyl group having 1 to 4 carbon atoms.SELECTED DRAWING: None
