PROBLEM TO BE SOLVED: To improve coding efficiency when motion compensation prediction is used.SOLUTION: A prediction mode determination section 109 can select, as motion information on a coding object block, a mode which uses an index of a reference block adjacent to the coding object block or a difference vector between a motion vector of the coding object block and the motion vector of the reference block. A prediction error coding section 103 codes a prediction error signal which is a difference between a prediction signal generated on the basis of the motion information supplied from the prediction mode determination section 109 and an image signal of the coding object block. A motion information coding section 110 codes the motion information supplied from the prediction mode determination section 109. A multiplexing section 112 multiplexes coding data supplied from the prediction error coding section and the motion information coding section 110.SELECTED DRAWING: Figure 1
