PROBLEM TO BE SOLVED: To provide a power management apparatus, a power management system and a power management method capable of using a storage battery for both of backup during power failure and peak shift.SOLUTION: A power management apparatus includes: a discharge planning part 174 for respectively calculating electric energy necessary for backup for power failure backup time at each time based on unit time on the basis of the power failure backup time in which a storage battery 14 is used as backup for commercial power supply and a prediction value of power consumption at each unit time; and a discharged electric energy adjustment part 175 for controlling charge and discharge of the storage battery 14 on the basis of a compared result between electric energy accumulated in the storage battery 14 and necessary electric energy at each time which is calculated by the discharge planning part 174 and an electricity rate system in which an electricity rate at each time band is indicated.
