PROBLEM TO BE SOLVED: To provide an exhaust emission control device and an exhaust emission control system, which can enhance an efficiency for reducing NO.SOLUTION: An exhaust emission control device comprises: a reduction catalyst 23 for reducing NOx contained in an exhaust gas from an engine; a modification catalyst 22 for feeding a reducer produced by modifying methane, to the reduction catalyst 23; and an ozone supply part for supplying ozone to the modification catalyst 22. The modification catalyst 22 promotes a reaction for producing a reducer from methane and ozone by oxidizing the methane, and the reduction catalyst 23 promotes the reduction of NOby the reducer.
