Disclosed are a cold starting apparatus and a cold starting method for a vehicle. The apparatus may include: a throttle body configured to make air flow in an engine; a heater device which is installed on the throttle body and preheats the air passing through the throttle body; and a cold starting injector installed at the throttle body in front of the heater device so that the fuel can be preheated while passing through the heater device, and injects the fuel into the throttle body, thereby improving cold starting performance of the vehicle.
