The present invention relates to an aqueous solution dispersion composition of poorly water soluble cosmetics, and to a manufacturing method thereof. The aqueous solution dispersion composition of poorly water soluble cosmetics of the present invention can disperse a large amount of poorly water soluble cosmetics compared to a method for solublizing poorly water soluble cosmetics in a liposome form or an emulsification form. To this end, the dispersion composition is made by comprising a step of mixing a surfactant having two alkyl chains, an organic solvent having polarity, and a poorly water soluble cosmetic.
