a glass substrate; and a functional layer which is formed on the glass substrate, and which comprises a sintered product of a glass frit, an absolute value of a difference in refractive index between the glass substrate and the sintered product being 1.0 or less, and a scattering particle that is comprised in the sintered product and that has a refractive index with respect to light having a wavelength of 550 nm of 2.0 to 3.5 and an average diameter of 50 nm or more. |
