The objective of the present invention is to provide: a light-emitting unit in which entry of light from one light-emitting region into another adjacent light-emitting region is suppressed using a simple method; and an operation part having said unit. This light-emitting unit has: a substrate having a plurality of light-emitting regions in which are provided light-emitting elements for emitting illumination light; a base member on which is provided an accommodation section for accommodating the substrate; and a translucent plate covering the substrate. The substrate is provided with a plurality of ribs for limiting illumination light from each of the plurality of light-emitting regions from reaching the other light-emitting regions.
