In order to achieve non-orthogonal multiple access while inhibiting a decrease in throughput, this wireless base station selects, on the basis of channel state information of the user terminal, a prescribed decoding pattern from multiple decoding patterns defining a decoding order of non-orthogonal multiple access signals and/or information relating to whether or not Successive Interference Cancellation (SIC) is applied, and transmits information indicating the selected decoding pattern to the user terminal. The user terminal receives the information indicating the decoding pattern and removes interference by SIC and the decoding order based on the decoding pattern indicated by the received information.
