The purpose of the present invention is to provide: a heat storage capsule which can be produced readily; and a heat storage member which is produced using the heat storage capsule. A heat storage capsule (10) comprises: a heat storage material (20) which can be alternated reversibly between a hydrate of a salt and an aqueous solution of the salt; and a capsule coating film (22) in which the heat storage material (20) is encapsulated. The capsule coating film (22) comprises an inner coating film (24) and an outer coating film (26). The inner coating film (24) is a hydrogenated fat or oil layer. The outer coating film (26) is formed from a hydrophilic gel. The heat storage capsule (10) has a W/O/W-type three-layered structure.
