Provided in an embodiment of the present invention are an IP address allocation system and method, realizing user equipment (UE) IP address acquisition through DHCP in the case of separation of a control plane and a forwarding plane. The method comprises: a forwarding device receives an address request transmitted by an external network element, the address request comprising a DHCP request and user characteristics information of a UE; according to the DHCP request, acquiring from a DHCP service network element an IP address allocated for the UE; acquiring first instruction information issued by a control device according to the user characteristics information of the UE and the IP address allocated for the UE, and transmitting the IP address to the UE according to the user characteristics information.
