First outer-loop power control is performed according to an actual hardness amount and a preset hardness amount, and a target softness amount required by second outer-loop power control is adjusted, so as to obtain the adjusted target softness amount, and accordingly, it can ensured that the hardness can be accurately converged to a target hardness account when the softness amount is converged to the adjusted softness amount, so as to reach target quality required by a system.
