Provided are an uplink power control method and device. The method comprises: a first base station receiving a power headroom report (PHR) sent by a terminal, the PHR comprising: the power headroom (PH) of the terminal in a serving cell of the first base station, the number of physical resource blocks (PRB) allocated by a second base station for the terminal in a serving cell of the second base station, and the PH of the terminal in the serving cell of the second base station; and according to the PHR, the first base station controlling a transmission power of the terminal in the serving cell of the first base station. The uplink power control method provided in the present invention solves the technical problem in the prior art that the uplink resource allocation cannot be dynamically adjusted according to changes in the wireless conditions, and then the transmission power of the UE cannot be accurately controlled.
