A route control device (1), which establishes a transmission route for transmitting communication data from a transmission source device to a destination device in a wireless mesh network, is equipped with: a previous hop status management unit (103) that receives a first control signal for the purpose of establishing the portion of the transmission route from the transmission source device to the route control device, and that manages first information indicating an operation possibility, which is the possibility that a previous-hop device (which is the transmission source of the received first control signal) will be operating in the future; an operational status management unit (106) that manages second information indicating the operation possibility of the route control device (1); and a route control processing unit (105) that compares the first information and the second information and, when the operation possibility of the route control device (1) is equal to or higher than the operation possibility of the previous-hop device, transmits a second control signal for the purpose of establishing the portion of the transmission route other than the portion from the transmission source device to the route control device.
