Provided in an embodiment of the present invention are a connection establishment method, device and system. The method comprises: sending connection request resource information to be provided to a user equipment (UE) group; receiving a connection request message sent by a UE in the UE group over a selected connection request resource; obtaining the first information segment of a radio resource control (RRC) connection request from the UE according to the selected connection request resource and the mapping relation; receiving an RRC connection request message from the UE over a radio resource corresponding to the resource scheduling information; identifying the RRC connection request information from the UE according to the first information segment of the RRC connection request and the second information segment of the RRC connection request. The embodiment of the present invention completes RRC connection establishment for more user terminals by reducing the amount of information carried in a connection request message.
