In order to achieve optimal link adaptation in future wireless communication systems, this wireless base station selects a user terminal from each user group determined depending on the channel gain of the user terminals, determines a user set which is non-orthogonally multiplexed to arbitrary wireless resources with the transmission power assigned in a fixed manner for each user group, and, for each user terminal in the user set, transmits a downlink signal with the transmission power assigned for each user group.
