The present invention provides municipal waste treating system for preparing a useful solid fuel by using municipal waste that includes organic waste and inorganic waste. The municipal waste treating system of the present invention sequentially comprises: a primary crusher (10) primarily crushing municipal waste; a sorting conveyor (12) on which glass, stone, a non-magnetic material and the like are manually sorted from the crushed material of the municipal waste; a magnet selector (14) selecting a magnetic material from the crushed material of the municipal waste; a secondary crusher (16) secondarily crushing the crushed material of the municipal waste into a small size; a drying furnace (18) drying the small-sized crushed material of the municipal waste by using hot air; a mixer (34) adding and mixing an additive into the small-sized and dried crushed material; a primary pulverizer (38) primarily pulverizing the small-sized material added with the additive into a pulverized material having a size smaller than that of the crushed material; a selector (40) selecting a non-magnetic material from the small-sized pulverized material through a specific gravity selection and a rotation selection; a secondary pulverizer (42) secondarily pulverizing the pulverized material from which the non-magnetic material is removed, into a pulverized material having a size smaller than that of the pulverized material; a molding unit (54) molding a solid fuel by using the secondarily pulverized material; and a cool air dryer (56) drying the molded solid fuel by using cold air.
