The present invention relates to a time-to-digital converter. The time-to-digital converter according to an embodiment of the present invention can include: a first measuring unit which measures a time difference between a starting signal and a stopping signal by a first time unit using a first delay line; a second measuring unit which measures a time difference between the stopping signal and the starting signal delayed by the first delay line using a second delay line and a third delay line, and compares an output signal of a delay cell included in the second delay line with an output signal of two or more delay cells included in the third delay line; and an output unit which outputs a final time difference between the starting signal and the stopping signal into a digital code based on the measuring results of the first and second measuring units.
