The present invention provides a method and an apparatus for transmitting and receiving data, capable of increasing transmission efficiency by taking into consideration the number of resource elements used for data transmission in resource block pairs. A base station and a terminal determine a size of a first transmission block based on the number of resource blocks and the channel state and determine a size of a second transmission block based on the first transmission block and the number of resource elements used for transmission in the resource block pairs. The base station and the terminal transmit and receive data by using the size of the second transmission block.
