PROBLEM TO BE SOLVED: To provide a device for peeling a part of a resin coated layer formed on the external surface of a resin coated steel pipe, and a method thereof. ! SOLUTION: A partial peeling device of a resin coated steel pipe includes: a cylindrical screw member that is detachably fixed along the outer peripheral surface of the resin coated steel pipe, and in which a screw part continuing to the outer peripheral surface is formed; an operation member that has a screw reception part conforming to the screw part of the screw member on the inner peripheral surface thereof and screws it into the screw part; rotation operation means that rotates the operation member around the axial line of the resin coated steel pipe and screws it along the screw part; and a cutting blade that is attached toward the axial direction of the resin coated steel pipe so as to adjust a depth, and cuts a resin coated layer by screwing of the operation member. !
