PROBLEM TO BE SOLVED: To provide: a reflection-preventing film having a moth-eye structure, exhibiting sufficient reflection-preventing performance, having excellent planar uniformity, and producible using a simple method; a polarizing plate, a cover glass, and an image display device each of which has the reflection-preventing film; a method for producing the reflection-preventing film; a cloth for cleaning the reflection-preventing film; a kit including the reflection-preventing film and the cleaning cloth; and a method for cleaning the reflection-preventing film.SOLUTION: The reflection-preventing film has: a plastic substrate; a permeable layer; and a reflection-preventing layer containing a binder resin and particles having an average primary particle diameter of 50 nm to 700 nm inclusive, in this order so that they are adjacent to one another. The reflection-preventing layer has a moth-eye structure caused by the particles on the surface thereof opposite the permeable layer.
